is an activity of Management Systems International (MSI) under its Governance Integration for Stabilization and Resilience (GISR) in MENA Project of the USAIDs Middle East BureauThe 22-month activity is part of USAIDs response to help populations in the Middle East and North Africa recover from the ISIS genocide against ethnic and religious minorities and preserve pluralism in the region The Iraq GRPR program will help facilitate USAID efforts to support ethnic and religious minorities to heal and restore their communities, support economic recovery, and prevent future atrocities USAID programming addresses the immediate, life-saving and recovery needs of these populations, as well as the challenges of restoring access to essential services, rehabilitating critical infrastructure, improving access to jobs, supporting local businesses, and mobilizing local and national actors to prevent future atrocitiesThe purpose of this GISR-supported Activity is to explore more effective and integrated approaches to aiding survivors and victims of gender-based violence (GBV), through assessments of current activities, the design of pilot projects testing improved interventions, and learning, sharing, and scaling up of promising approaches Activities will focus on communities in the Ninewa Plains, and perhaps elsewhere in Northern Iraq The GRPR Activity is scheduled for 22 months, beginning in November 2018Position SummaryThe Consultant will provide guidance and expert knowledge on designing a mental health and psychosocial support pilot intervention to be implemented in Tel Uskof, a community that has returned after being displaced by ISIS militants The pilot is to be implemented through a local partner, should address and respond to gender-based violence in the community, and will require conducting a rapid assessment, designed by the Consultant to inform the interventionResponsibilities Lead the design of an assessment and data collection tools to gather sufficient information necessary to design an MHPSS pilot intervention Information should include basic data on mental health and health services available, key social or cultural as well as other barriers to access, local capacity, opportunities as well as risks and challenges The Consultant will work with MSI input on the local community and context to determine the most appropriate information and method of data collection Support and technical assistance to MSI data collectors on approach to interviewsFGDs and documentationpresentation of data Review data collected and adjust tools and methodology if needed Develop recommendations based on the assessment results for an MHPSS intervention that can be implemented in the time available, taking into account local capacities and population needs Provide training and technical guidance to local partner (remotely and through partners US contact) to launch the intervention Contribute to design of tools to monitor and evaluate the pilot program Provide technical guidance to MSI and local partner during pilot implementation as needed Provide input on final evaluation and packaging of pilot program with recommendations for possible replication and scaling upDurationThe Level of Effort for this assignment should not exceed 40 daysPeriod of Assignment January 15 July 15, 2020Deliverables MHPSS assessment and assessment tools Brief report mid-way through the pilot (maximum 3 pages) evaluating progress and recommendations for adaptation Report analyzing key findings and recommendations for implementing a GBV MHPSS pilot intervention (maximum 5 pages) Final report that includes analysis about the pilots efficacy and recommendations regarding replication and scaling up given MHPSS capacities in Iraq and widespread GBVB (maximum 5 pages and due July 15, 2020)Qualifications Masters degree or equivalent in psychology, clinical social work or related field Minimum 3 years of experience in social research methodology, specifically research related to MHPSS and GBV Experienced in providing MHPSS services to GBV survivors Experienced working with marginalized communities with limited resources Ability to work effectively remotely experience providing technical guidance Strong English writing and reporting skills
