Job Description

Coordinate implementation of PSPs, in collaboration with IRC departments and external consultants, as neededProvide andor facilitate PEERS and partnership management trainings, refresher trainings and ongoing support on partnership management and compliance for key partners and IRC staffSupervise the Partnerships Officer and partnership finance staff to ensure that the Partnership Tracker is up to date and that the Partnership files are audit-ready at all timesCollaborate with other departments to ensure IRC partnership audit responsibilities are metCoordinate all partner s audits as appropriate and in accordance with the terms of the partnershipCoordinate effective partnership close out processes, incorporating reflection, lessons learned and future planningContribute to donor reporting for partnership-related matters (non-programmatic)Promote Effective PartnershipsChampion robust partner relationship management characterized by the core partnership principles of responsibility, results-oriented approach, equality, transparency and complementarityArticulate IRC Jordan s strategic approach to partnerships and advise the Senior Management Team (SMT) on matters related to PEERS, particularly in the areas of strategy, staffing and structure as well as compliance with the SystemChair the PWG to promote a coherent, strategic and coordinated approach to local partnerships in IRC Jordan and facilitate regular inter-departmental meetings to ensure effective collaboration across the country program for partnershipsEnsure appropriate proactive and reactive communications and engagement with IRC partners through regularly scheduled partnership management meetings and outside of formal partnership relationshipsFacilitate systematic partner feedback on IRC s management of the partnership relationship, as well as appropriate action in response to the feedback, engaging SMT as neededIn coordination with the technical coordinators, Grants Coordinator and the Deputy Director of Programs, proactively engage partners on program development and design effortsCollaborate with technical coordinators to proactively identify potential partnerships with local and national civil society organizations, both through the annual stakeholder analysis process as well as through external networking, regular research and engagement with actors in JordanActively engage in and help drive IRC regional partnership initiatives, including participating in working groups and thematic meetings on partnership approaches and practices, and identifying opportunities for systems improvementsActively co-ordinate and collaborate with other Middle East regional country programs to ensure a coherent, efficient and effective joint approach to partnershipsPeople ManagementSupervise the Partnership Finance Manager and Partnership Officer, the Partnership DepartmentWork with senior management to ensure the partnerships unit is appropriately resourced and structured, including contributing to the operating budget and proposals to ensure adequate funding for staff, equipment and other Departmental needsMaintain open and professional relations with team members across the Jordan country program, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positionsTake responsibility for discussing job expectations, performance, and objectives on an informal, quarterly basis with all staffEnsures team members have clearly delineated function, work tasks and responsibilities to enforce accountability and clarity in roleOverall responsibility for staff timesheets, work plans and vacation schedulesWith team members, identify individual training needs and ensure access to training and professional development resources appropriate to their skill gapsneedsLead with commitment, integrity and accountability on the IRC Way Global Standards for Professional ConductKey Working RelationshipsPosition reports to Deputy Director for Programs, JordanPosition directly supervises Partnerships Officer, Partnerships Finance ManagerIndirect Reporting Regional Partnerships DirectorOther internal WPE team, Health team, ECD team, ERD team, Grants Coordinator, Government Liaison Manager, M&E Coordinator, Finance Controller, HQ-based (NYC, DE & UK) IRC regional support teams, other program coordinatorsOther external Relevant stakeholders, both GOJ and NGOs (international, Jordanian)QualificationsBA degree or equivalent in International Development or Affairs or related field Master s degree in relevant area is preferredOver 5 years of relevant experience managing a partnership or grants portfolio required in development or humanitarian contextProven ability to work effectively with national and local civil society organizations requiredDemonstrated knowledge of US Government rules and regulations as they apply to sub grant management required;
