Operations Specialist (OCN) ( KBO001579 )



Under close supervision, provides operational and administrative support to the Operations Department and Public Works Directorate to assist management and support daily operations, displays outstanding customer service and ensures superior workmanship to deliver accurate, high quality end products to both internal and external customers while demonstrating an understanding of the Directorates mission and the Operations Departments role in supporting it Utilizes various inputs and systems to retrieve, capture and manipulate data for the purposes of generating scheduled and ad hoc reports which will be submitted to Senior Management and the USG IAW published schedules Performs various administrative functions to support the department and Directorate Provides information, reports and support to subordinate departments and sections in a prompt, professional and courteous manner Performs data entry functions, extract data and performs data analysis to identify anomalies, opportunities for continuous process improvement and non-compliance Builds custom reports, dashboards and inputs data to communicate Key Performance Indicators (KPI) and other performance and compliance information Follows Standard Operating Procedures (SOP) and Work Instructions (WI) to ensure tasks are accomplished as scheduled in accordance with the correct procedure with a focus upon quality, speed and accuracy Ensures tasks are completed in accordance with the Public Works Safety Policy and Vectrus Environmental, Safety & Health directives


Collects, analyzes and processes data
Generates and submits scheduled, custom and ad hoc reports
Creates custom reports and dashboards as well as populating KPI and critical metric information as required
Provides top-tier customer support to various internal and external customers
Recommends process improvements as a result of data analysis and observed trends
Performs various administrative support functions
Assists in preparation of plans, proposals and briefings
Monitors and ensures accuracy of Computerized Maintenance Management System (CMMS) data and completes Work Order Compliance Reports
Monitors compliance with the Performance of Work Statement (PWS) to include CDRL requirements, Federal Acquisition Regulation (FAR), Department of the Army regulations as applicable, and Project Orders (POs) and Project Internal Operating Procedures (PIOP), Standard Operating Procedures (SOP), and Work Instructions
Monitors personnel responsiveness to quality, quantity, and safety of work performed
Updates and disseminates Directorate Suspense Calendar
Assists with updating the Technical Exhibit (TE) spreadsheets as needed
Performs other duties as assigned


Personal Computer, printers, calculator, copy machines, scanners, FAX machines, phones and other general office equipment Operates non-tactical vehicles as required


Works in a general office environment However, duties may involve the conduct of work in the outdoors with a potential exposure to extreme climatic conditions including frequent dust storms, and high temperatures up to 130 degrees in the summer months Potential exposure to chemical or biological agents could exist Employee use of Personal Protective Equipment (PPE) in certain areas is required Such PPE includes but is not limited to head, foot, hand, torso, respiratory, vision and hearing protective devices Normal work week is 48 hours, but must be able to work overtime or nights as required


Work will require continuous walking, prolong standing, sitting, bending, and climbing stairs to conduct inspections, assign, or terminate rooms Occasional housekeeping duties and lifting up to 25 pounds may be required



EducationCertifications One year related experience may be substituted for one year of education, if degree is required

Associates degree required, prefer BS in Business Management, will consider BA with applicable experience
Must have a home-country Drivers License and be able to acquire a US Government Drivers License


Requires five (5) years on the job or military experience in operational management positions

Requires three (3) years of experience evaluating operations and business functions and recommending improvements, modification and changes

Requires three (3) years in a position performing document preparation, inter-office communication and internal information management

Experience in direct customer service communications or office or business automation preferred


High level of proficiency in the use of MS Office andor other related applications

Mastery of MS Excel, the use of pivot tables, creation of dashboards and graphs

Deep understanding of databases, data management and the ability to analyze data and identify trends

Possess a working knowledge of Computerized Maintenance Management Systems (CMMS), eg, MAXIMO

Requires a collaborative work style, fostering cooperation, and teamwork

Must be able to read, write and speak the English language with a high level of proficiency

Must be able to type a minimum of 40 words per minute with a high degree of accuracy and communicate effectively utilizing email

Knowledge of business management principles involved in planning, resource coordination and allocation, leadership techniques, and production methods

Knowledge of principles and processes for providing customer and personal services

Ability to use logic and reasoning to identify alternative solutions or approaches to problems
