Job Description

Job PurposeTherole holder is responsible for driving strategic regulatory studies &analysis related to market and economic trends The role holder is also responsible fordeveloping a quantitative analysis of the impact of potential regulations onSTC The role holder shall carry out his duties in accordance with thestipulated business policies and proceduresCore Responsibilities Participates in the development andimplementation of the Profitability Management General Directorate plans, inline with the corporate objectives Directs and manages the Regulatory Economic &Financial Studies Department mandates, providing leadership and facilitatingwork processes in order to achieve high performance standards Manages and controls change in the RegulatoryEconomic & Financial Studies Department providing guidance and support,necessary for continuous improvement Ensures compliance with organizational policies,procedures and quality standards in the Regulatory Economic & FinancialStudies Department Conducts economic and financial analysis onRegulatory obligations and decisions Ensure to undertakes in-depth economic analysisto provide thought leadership papers for publication, for submissions to theregulator and for internal use Manage the Analysis impact of various changes on referenceoffers from a cost perspective Develops a quantitative analysis of the impact ofpotential regulations on STC through economic analysis and identify bestcompany position Provides senior stakeholders at STC with insightson bottom line and top line impact of cost related regulations Provides inputs for accounting and costregulation requirements including cost modeling and account separation Drives strategic regulatory studies &analysis related to market and economic trends and advise different businessunits and functional units accordingly Prepares studies to reduce costs from Regulatoryobligations via scenario analyses and simulations Coordinates the development of a coherent andcomprehensive costing model as required by Regulator Conducts studies and scenario analysis onfinancial and economic impact of likely regulatory obligationsdecisionsbased on benchmarks and in-depth research Conducts in-depth benchmarks on separation andother cost related regulations and identify potential actions for STC toconsider Supports in preparation of regulatory financialstatements required by CITC, including under any accounting separation rules Reviews, monitors and audits payments of spectrumfrequency, numbers assignment fees, in order to assure conformity and avoidany excess payments Reviews & approves all payments related toregulatory government fees & expenses Manages and lead activities relating to paymentof Government dues & royalties Manages Financial activities and budget relatedto Spectrum Licenses and Numbering Leads activities and discussions related toGovernment fees optimization Defines goals and key performance indicators foreach member of the team and ensures effective application of the STCperformance management process Directs planning and selection of manpower in theData Management Department, in line with the business and operational plans Ensures high level of employee engagement andcapability development by providing on-going feedback and coaching team memberswithin the Data Management DepartmentQualificationsCertification Bachelor s degree in Finance accountanteconomics or business administration Master s degree in FinanceYearsof Experience A minimum of 8 years of relevant experience withat least 3-4 years in a similar roleNatureof ExperiencePrior experience in disputes resolutionand legal consultation in a large organization, with at least 2-3 years in asupervisory rolePrior experience in the KSA telecommunicationsindustry or a similar consumer service oriented industry of a large scale ispreferredDesired Skills &Knowledge Strong people interpersonal skills Legal conflict resolution skills Good communication, presentation, presentationand negotiation skills Problem solving skills Management skills, ability to influence andengage people at all levels of management Good understanding of the industry and the regulatoryaspects governing it; specifically CITC regulations
